Peter J. Ognibene is an independent consultant who began working
with smart cards in 1986. Since then, he has compiled a successful
record winning proposals, developing applications and managing
projects. He provides strategic consultation and other analytical
services to help corporations and government agencies envision
how smart cards might be used in the future.
Peter has
written extensively about smart cards for newspapers and magazines
and delivered presentations on the technology and applications
at national and international conferences.
He currently
serves as proposal manager for major international corporations,
developing strategies, win themes and discriminators to compete
for smart card business opportunities worldwide. He directs
the input of project managers, marketers and engineers; manages
writers and editors to prepare the proposal for submission;
and supports his clients through best-and-final bids, response
to customer questions and oral presentations.

England PARTNERS Project for Electronic Services Delivery
Developed
technological infrastructure for the PARTNERS Project, which
will field smart card pilots in Maine, New Hampshire and Vermont
for electronic services delivery (ESD) of nutrition and health
programs. Worked with state government agencies and retail community
to develop Request for Information (RFI) to test the conceptual
infrastructure against the marketplace availability of products
and services that can provide ESD for WIC as well as other health-related

Smart
Driver Licenses and Vehicle Cards
Developed
strategic approach and wrote winning proposal to determine the
feasibility of using smart cards for driver licenses, vehicle
registration and electronic toll collection. (Competitors included
Centennial Technologies, Logicon, SRI International, Strategic
Analysis and Trucking Research Institute.) Served as principal
investigator of this contract for the Federal Highway Administration,
directing research and creating system concept, design and final
report. (Prime Contractor: 3-G International, Inc.)
Smart
Health Card
Won competitive
Small Business Innovation Research (SBIR) grants worth over
$400,000 from National Institutes of Health to develop a Smart
Health Card that captures patient profiles and interacts with
treatment databases to alert practitioners to potential risks.
Created concept, wrote specifications, supervised development
and demonstrated prototype.
Smart
Cards for Government Services
Formulated
strategic vision, devised technical approach and wrote competitive
proposals to win these contracts:
- Michigan
Opportunity Card to create a customer-centered approach, using
smart cards, to state-supported education, training and job
placement services. (Fifteen competitors, including AT&T,
Andersen Consulting, EDS and IBM.)
- Wyoming
Card for the special nutrition program for women, infants
and children (WIC), the nation's first electronic benefits
transfer project using smart cards. (Three competitors: Andersen
Consulting, ACS/TransFirst and Viking.)
- Smart
Fare Card for paratransit services provided by the Chicago
Regional Transportation Authority. (Competitors included two
firms with headquarters in Chicago: Andersen Consulting and
GFI.)

Feasibility Studies
Won competitive bid and served as
project manager to develop an implementation strategy for the Minnesota Regional Transit
Board to incorporate smart cards in paratransit service in the Twin Cities.
Led evaluation
of smart cards for advanced transit fare as a member of the
multidisciplinary research team under a competitively-won grant
from the Transit Cooperative Research Program (administered
by the National Research Council of the National Academy of
Sciences).
