Philip S. Lee

Philip S. Lee has twenty-four years experience in all phases of system development and implementation from concept to deployment; business case justification; and systems integration life cycle management from pilot to rollout. In addition, he has special expertise in smart card technologies, including contact and contact less cards, and data collection devices interfacing with these technologies. consist of generic functional modules such as card issuance, card and application management, key and certificate management, interface to public key infrastructure, load and purchase terminal driving, transaction collection and validation, interface to network clearing systems, funds pool management and merchant settlement.

Lee is the founder, president and chief executive officer of Applied Systems Institute, Inc. (ASI), a leading U.S. systems integrator specializing in smart card technology. In 1995, ASI was acquired by De La Rue, a world leader in the field of currency supply, secure printing and the manufacture and support of payment systems technology. As a part of this acquisition, Lee was promoted to chief technology officer for De La Rue Card Systems Division with an active role in developing the corporation's strategic positions in the worldwide smart card market.

In 1998, Lee became founder and President of SC Solutions, Inc., where he developed global smart card strategy for AMEX and MBNA.

Lee has managed or participated in the following projects as a lead technologist:

  • US Postal Service NPC: Digital Certificate based Peer-to-Peer Registered email service
  • US DOD: PKI enabled Multi-Application Smart Card Management System (SCMS) survey

  • US DOD: Smart card based Automated Mobilization of Personnel System (AMPS) test
  • US GSA: Editor of Government Smart Card Technical Interoperability Guidelines (GSCTIG)
  • US DOA: The first US Government smart card rollout for Commodity Automation
  • State of Wyoming: The first US pilot of WIC Electronic Benefit Transfer (EBT) system
  • Dean Clinic, State of Wisconsin: Smart Health Card System (SHCS) feasibility test

Finally, as a recognized expert on card and terminal technologies, Lee is a frequent speaker at national and international conferences. He is an active member of various technical committees and organizations including the Smart Card Forum (1994 Board member), the Smart Card Industry Association (1993~1998 Chairman and Board member), the Electronic Fund Transfer Association (EFTA), the American Public Transit Association (APTA), the Smart Card Committee (X3B10) of the American National Standards Institute (ANSI).
