During the past decade, Bill has been focused on developing business and technology strategies
for the financial services industry. While at Bellcore, he formed the first research collaboration
between Bellcore and a financial institution and continued to manage that relationship. One outcome
of this relationship was the formation of the Smart Card Forum. When, in 1995, Bellcore was given
approval by its owners to provide services for non-owner companies, Bill became responsible for
Bellcore's activities in the non Telecom space. Over the period 1995-2000, this business grew to an
over $65M per year business. At his retirement from Telcordia Technologies, the successor company to
Bellcore, in July, 2001, Bill was responsible for Telcordia's activities in the Financial Services
industry. During 1997-8 Bill served as Acting Senior Director for security and risk management at
BITS.
During the period 1971 - 1992, Bill enjoyed a distinguished career as a leading developer and
architect for distributed systems. During 1979-1986 he was the chief software architect and a
development supervisor for the one of the first and largest distributed systems developed by Bell
Labs. In 1986 he became chief software architect for Bellcore's Software Systems where he led the
definition of the OSCA (OSCA is a trademark of Telcordia Technologies) Architecture, which was later
recognized as the first three-tier client server architecture. In 1988, he took a similar position
in Bellcore's Network Systems where he was tasked with introducing distributed systems technology
into the systems that run and manage telephone networks. This work resulted in the creation of the
INA architecture. This was taken into the international standards arena and resulted in the creation
of the TINA Consortium to further develop the architecture. The TINA architecture has become the
basis for major network projects worldwide including.
Bill continued his involvement in advanced technology through his membership in the Management
Committee of the ANSA Project based in Cambridge, UK, his leadership and role in the Advisory
Council of the FSTC, his leadership in the Smart Card Forum where he was a founder and served
in a number of capacities including Chairman of the Board from 1997 - 1999 and in numerous other
professional capacities. He is co-author and co-editor with Catherine Allen, CEO of BITS, of the
book Smart Cards, Seizing Strategic Business Opportunities. Bill has made many press appearances
including live TV on CNBC's Power Lunch program. He is a frequent speaker at conferences and seminars
around the world.
